The Truth:
According to the Navy Sutter never served as a Seal.
The pictures that he posted here do not appear to be of a real person. Our guess is tat they depict a doll or "action figure", although others have suggested a mannequin. Another phony picture that Sutter attempted to pass off as himself can be found here.
Sutter was also exposed as a Navy Seal fraud by true veterans on SOCNET, the official Special Operations site.
